The administrative arrangements upon completion of the
Capacity Building Mileage Programme
(I)
Introduction
1.1
- The Capacity Building Mileage Programme (CBMP) concluded on 31 October 2025. To encourage CBMP alumni to pursue continuous learning and realise their potential, the following two transitional arrangements will be implemented under the Women Empowerment Fund (WEF):
- Priority enrolment for eligible CBMP alumni under the WEF’s General Projects for a period of one year; and
- Continuation of the points scheme to allow CBMP alumni to accumulate points through participation in WEF-funded activities and then claim certificates jointly issued by the Home and Youth Affairs Bureau (HYAB) and the Women’s Commission (WoC).

Implementation Arrangements
(A)
Priority Enrolment for Eligible CBMP Alumni

To encourage CBMP alumni to pursue continuous learning, organisations funded by the WEF should, under the same conditions, prioritise the enrolment of alumni who completed courses under the CBMP between 1 November 2021 and 31 October 2025. The individuals concerned will be required to provide relevant proof, such as a student card or certificate (including but not limited to CBMP Certificates from Level 1 to Level 6, Qualifications Framework Level 2 Certificate of Attendance, etc.), to confirm their eligibility. This transitional arrangement will only apply to current and newly approved general projects for a period of one year.
(B)
Continuation of the Points Scheme under the CBMP
2.2
The CBMP included a points scheme under which participants could earn points by achieving specified attendance rates and passing course assessments. To recognise the efforts of CBMP alumni in pursuing continuous learning and to encourage their participation in various funded projects under the WEF, starting from 1 December 2025, CBMP alumni may earn points under the WEF for participating in any WEF-funded activity after obtaining proof of participation from the organiser, thereby building upon the points they have accumulated under the CBMP. Upon reaching the required points, they may claim Points Certificates jointly issued by the HYAB and the WoC. Details are as follows:

- Eligible Individuals: All CBMP alumni (from any year).
- Points Accumulation Mechanism: All CBMP alumni may earn 5 points for each full participation in any WEF-funded activity between 1 December 2025 and 31 December 2028. A maximum of 25 points can be earned per funded project.
- Application for Certificate of Attendance: Participants must apply for a Certificate of Attendance from the organiser within three months after participating in the activity. Once issued, it is the applicant’s responsibility to retain the Certificate.
- Attendance Requirements: For single-session activities, participants must attend the entire session of activity. For multi-session activities, participants must achieve an overall attendance rate of 70% or above to be eligible to apply for the Certificate of Attendance.
2.3
Participants may submit the completed Points Certificate Application Form (see Annex) via email between 1 April and 30 June each year. Upon verification of an application, the Secretariat will issue a Points Certificate within three months. The final application deadline is 30 June 2029. All points will remain valid until 30 June 2029.
